Title 4, Section 8(c): amended. Inserted “, except as may be necessary in limited circumstances and done in a respectful manner as part of a military or patriotic observance” after “aloft and free” in section 8(c) of title 4.
Title 17, Section 105: rewritten. Rewrote section 105 of title 17 to update the rules for covered works and federal licenses, including changing who may direct a license for work made at covered institutions.
