Title 39, Section 202(e)(1): amended. Replaced “The Governors shall appoint” with a joint appointment by the Governors and the members of the Postal Regulatory Commission in section 202(e)(1) of title 39.

Title 39, Section 202(e)(3): amended. Inserted “and 3 members of the Postal Regulatory Commission” after “at least 7 Governors” in section 202(e)(3) of title 39.

Title 39, Section 504: amended. Struck subsection (h) from section 504 of title 39.
